SIPPS: Evidence-Based, Systematic Decoding Instruction
SIPPS is an evidence-based, systematic decoding program. Through daily lessons and applied reading practice, readers develop automaticity, fluency, and accuracy, enabling them to focus on comprehension.
SIPPS uses an accelerative structured-literacy approach. In the program:
- Students are assessed and placed into differentiated small groups for targeted instruction and support.
- Explicit instructional routines focus on phonological/phonemic awareness, spelling-sound correspondences, and reading and encoding decodable and high-frequency words.
- Regular mastery tests allow teachers to monitor student progress and support their decision-making around pacing and reteaching.


SIPPS has met ESSA evidence standards and appears on the Evidence for ESSA site.
Meet Your Partner in Utah:
Marine Freibrun, MEd
Marine Freibrun is your Utah Manager of Educational Partnerships.
Prior to joining Collaborative Classroom, Marine served as the English Language Arts and Literacy Assessment Coordinator for the Idaho State Department of Education.
As the assessment coordinator, she supported teachers and district leaders in the implementation of the Idaho Literacy Achievement and Accountability Act. Marine worked with teachers and district leadership to evaluate assessment data from Idaho’s literacy assessment and define next steps for effective instructional practices.
In addition, Marine has worked as a classroom teacher, instructional coach, English Language Development (ELD) coach, and Positive Behavior Interventions and Supports (PBIS) coach. She lives in Boise with her family.
